Office of Mineral Resources – Geology & Engineering Division

The Office of Mineral Resources (OMR) was established to manage the state’s mineral assets in granting and administering leases on state-owned lands and water bottoms for developing and producing oil, gas, and alternative energy sources as a means of generating revenue in the form of royalties, bonuses, and rentals to the state’s general fund.

The Geology and Engineering Division provides the State Mineral and Energy Board (Board) with expertise, advice, and recommendations in the fields of geology, geophysics, and engineering, by compiling, maintaining, and analyzing varied scientific data to determine the most advantageous minerals exploration, development, and production on State-owned lands and water bottoms.

 

Employees are eligible for flexible work schedules upon hire and up to two (2) days of telework after six (6) months.

LOCATION & POSITION INFORMATION:

This position is located in the Geology & Engineering Division within the Office of Mineral Resources in Baton Rouge, LA. This position provides critical oversight and analysis of oil and gas production and operations essential to the management of Louisiana's mineral interests. The incumbent in this position assists all disciplines of Office of Mineral Resources. Duties include, but are not limited to:

• Provide recommendations for the granting of operating agreements by performing field, lease or reservoir studies to estimate reserves and predict reservoir production. Manage and oversee operating agreements once granted.
• Review and evaluate commingling requests, certification of shut-in gas wells as commercially productive, gas marketing waivers, in-lieu royalty issues, and activities of operators concerning good faith operations in order to issue opinions regarding the State's position in these matters.
• Prepare payout calculations on wells in units with unleased State acreage for determination of revenues due to the State.
• Advise SMEB, Assistant Secretary, Division Directors and the Attorney General's Office on petroleum engineering and oil and gas operations pertaining to the State's mineral leasing and State Mineral and Energy Board business statewide.
• Perform engineering analyses on special projects such as force majeure situations, analysis of flare gas, evaluation of complex lease maintenance issues, and special economic evaluations.
• Serve as the principal contact for lessees and industry concerning petroleum engineering and oil and gas operations matters as they pertain to the State's mineral leasing requirements.
• Provide technical advice to mineral income audit staff regarding the application of petroleum engineering principles. Perform inspection of field facilities when needed to resolve audit issues on royalty claims.
• Meet with geological, land, and legal division staff and Attorney General's Office staff to prepare recommendations to the State Mineral and Energy Board on routine, as well as unusual and controversial issues.

**Note regarding the advertised pay range:  The Petroleum Scientist job series has an established special entrance rate (SER) that is set above the minimum of the pay level and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not  the amount we are allowed to pay a new hire.

JOB DISTINCTIONS:

Reviews technical reports and data related to exploration, production/drilling, development, waste disposal, environmental assessment/remediation, water well locations, etc. and works with the industry to ensure compliance with applicable regulations.

Processes permit and application requests related to drilling, injection, plugging, and disposal of wells.

Performs geological and geophysical studies of seismic data related to the evaluation of applications for seismic permits and leasing of the state's mineral interest lands and water bottoms.

Conducts multi-faceted unitization review processes to determine the merits of and compliance with oil and gas unitization agreements, leases, statewide orders and other regulatory provisions.

Makes recommendations to supervisory petroleum scientists regarding permit reviews, aquifer studies, unitization proposals, tract evaluations and directional drilling analyses.

Analyzes data, prepares studies and reports, makes recommendations to agency management on technical and administrative issues.

Performs technical analyses relating to statewide field inspections, permitting, onsite exploration, production and development practices, reservoir/aquifer performances/impacts, and regulatory requirements.

May perform technical engineering (when properly licensed), geological, and/or environmental analyses related to the permitting and enforcement authority exercised by the Department.

Maintains surveillance of drilling and production operations throughout the state.

Reviews requests submitted by the oil and gas industry for exception to state regulations.

Correlates and analyzes accident reports for the purpose of determining obsolescence of geometric design and makes recommendations for redesign of obsolete facilities.

Provides guidance, direction and technical support on petroleum-related matters to representatives of industry, the public, and federal, state, and local agencies.
